The general objective of the QUALICITIES project is
for european historic cities and territories
to better solve the problems met when defining, implementing & communicating
on their Sustainable Urban Development policies.

Component 1: Management and coordination ( Months 1 to 30 )
Strategic Focus:
To ensure a complete and efficient implementation of the aims and stages of the project, through constant steering of the process and precise monitoring of the results.
Responsible Partner:
ANDERLECHT, The lead partner coordinates this function, puts in place the tools and relevant methods, and sub-contacts the financial, legal and evaluation expert assignments. The strategic coordination is assured by the Steering Committee (SC).
Involved partners:
Under the control of, and with the agreement of the Steering Committee (SC), each of the 15 partners is responsible for the local management and coordination of the project, as well as for the common tasks which he coordinates. He is responsible for sub-contracting assessment tasks included in the framework of these tasks.
Planned Results:
Creation of a bonded international team. Strong involvement of policy makers and technicians. Achievement of objectives by all the partners within set deadlines and with the designated methods. Continuous monitoring. Consensual and proactive management of the project and any unforeseen problems.
Component 2: Definition and activation of the “Qualicities” Progress System
( Months 1 to 12 )
- Strategic Focus:
1 – CAPITALISE on existing experiences which constitute reference practices (Good Practices)
2 – DEFINE the minimum common skills and practices
3 – SET UP the system to enable the initiation of the process for progress

- Involved partners:
Each partner of the Core Group (8 partners) participates in the adaptation and the development of common tools, criteria and methods.
- Planned Results:
Sharing of experiences between professionals
Commitment from each member of the partnership
Knowledge & assessment of successful practices in other networks
Definition of a comprehensive Progress System :
- Acquisition of common vocabulary and reference tools (Skills Inventory, Quality Reference Framework)
- Creation and adaptation of tools for the promotion of the practices in support of the Charter
Component 3: Test of The “Qualicities” Progress System ( Months 13 to 18 )
- Strategic Focus: Real size Test (8 members= Core Group) of the designed process of local professionalisation and progress
1 – Test of the adaptation of tools by local authorities
2 – Test of local self-assessment tools and process
3 – Test of the definition and adoption of a Personalised Progress Plan (PPP) by each partner
4 – Sharing of acquired knowledge between partners, to optimise the PPPs and enrich/adapt the general method

Each partner of the core group (8 partners) & of the Test Group (7 partners) is responsible for setting up local test implementation and participates in the sharing of knowledge and enrichment of the method.

Component 4: Set up & test the “Qualicities” Quality Brand & Auditing System ( Months 19 to 26 )
- Strategic Focus:
A/ Organise the branding process
1 – Define the audit methods & tools
2 – Set up & train the audit team
3 – Organise the test audits
B/ Assess & Enrich the branding process in view of its generalisation

- Involved partners:
Each partner (8 partners of the Core group + 7 partners of the Test Group) is responsible for the smooth running of the local audit by the auditors; participates in the organisation and in the evaluation & enrichment of the Quality Brand process in view of its generalisation;
- Planned Results:
Definition, test and enrichment of the “Qualicities” Quality Brand process;
(Audit team, autonomous quality assuror, cross audits)
Component 5: Communication, Circulation, Durability ( Months 5 to 30 )
Strategic Focus:
1 – Ensure the support of all the involved parties
2 – Publicise the project locally, nationally and at European level
3 – Ensure the durability of the QUALICITIES system
4 – Optimise the support of other networks and territorial communities for QUALICITIES

Each of the 15 partners is responsible for its own local and national communication
The town of Arles is responsible for the creation and management of the intranet and internet sites
The town of Arles & Ubeda are responsible for the setting up of the Permanent Support Team
Ubeda is responsible for the organisation of the “QUALICITIES” European brand launching event
(project’s final conference)
- Planned Results:
Project communication plan. Intranet and internet sites. Communication aids (printed and audiovisual). Press reviews.
Final Conference with all the network members and “qualicities” future partners (in Baranya)
Installation of the Permanent Secretariat of the QUALICITIES system & the Brand Technical Support Team in Arles (France), supported by the AVEC network.
